(1802-1878). U.S. Secretary of the Navy (1861-69) during the Civil War who greatly increased the U.S. Navy and saw the need for ironclads. He urged enlistment of Negroes and enforced the blockade of the Confederate coast. Wardate ALS, 1p, 4to, Washington, Jul 13, 1863. Pertaining to a command change, Welles writes in part,”…Lt. Comd. Morris, late of the Cumberland, is now in command of the U.S.S. Front Royal, attached to the East Gulf Blockading Squadron…”Boldly penned and signed. Minor bottom corner wear, o/w Excellent example.
