Paul Edgar Philippe MartinPCCCQC(bornAugust 28, 1938), also known asPaul Martin Jr., is a Canadianpolitician who served as the 21stprime minister of CanadafromDecember 12, 2003, to February 6, 2006. Martin served as the Member ofParliament for his election in the1988 electiontohis retirement in 2008. He served asminister of Financefrom1993 to 2002. He oversaw many changes in the financial structure of theCanadian government, and his policies had a direct effect on eliminating thecountry's chronic fiscal deficit by reforming various programs including socialservices. On November 14, 2003, Martin succeededJean Chrétienas leader of the Liberal Party and becameprime minister on December 12, 2003. After the2004 election,his Liberal Party retained power, although only as aminority government.Forced by aconfidence votetocall the2006 general election,which he lost, Martin stepped down asparliamentary leader,handing the reins toBill Graham.The Liberals then assumed the role of official opposition to aConservative government,led byStephen Harper. Martinstayed on as party leader until he resigned on March 18. He waseventually succeededbyStéphane Dion. Now seen as a global diplomat, Martin continuesto contribute on the international arena through a variety of initiatives suchas Incentives for Global Health, the not-for-profit behind theHealth Impact Fund, wherehe serves as a member of the Advisory Board. Martin sits as an advisor toCanada's EcofiscalCommission.
