This is a vintage Royal Doulton figurine made of bone china, featuring the character "Artful Dodger" from Charles Dickens' novel "Oliver Twist". The figurine was manufactured in England from 1922 and was in production until 1983. I believe this figurine was made prior to 1959 due to the type of the back stamp. It is a decorative collectible and falls under the category of sculptures and figurines.
