It was established on January 1, 1999, as a result of the Polish local government reforms passed in 1998. Its administrative seat is the city of Lublin, although the city is not part of the county (it constitutes a separate city county). The only towns in Lublin County are Bełżyce, which lies 23 km (14 mi) west of Lublin, and Bychawa, 26 km (16 mi) south of Lublin.
In 1792, the city was occupied by Russian troops. After the third partition of the Polish-Lithuanian Commonwealth, the city found itself in the possession of Austria. In 1809 the city became part of the Principality of Warsaw. In 1815 - to the Kingdom (Kingdom) of Poland as part of the Russian Empire.
Stamped envelope
Two Early postage signs in the form of stamped envelopes (“couverts”) appeared in Russia in the 1840s: from 1845 - in the territory of the Grand Duchy of Finland and in St. Petersburg, from 1846 - in Moscow and from 1848 - everywhere
Due to the continuous increase in postal exchange, the method of paying for postal items in cash with the issuance of receipts became cumbersome. Therefore, in 1845, in order to improve payment for letters sent by city mail, the first special postal payment marks were introduced - “stamp envelopes” - envelopes on the front side of which the prototypes of future postage stamps were printed - round stamps. Sending mail in such envelopes began in St. Petersburg on December 1, 1845. They were circulated only within the city, and in the summer in nearby summer cottages. In December 1845, the Postal Department decided to introduce stamped envelopes for Moscow city mail. These envelopes, which had a red stamp, went on sale on February 27, 1846. But not even a year had passed when, for an unknown reason, these envelopes were withdrawn from circulation, and their entire remaining stock was destroyed. Instead, St. Petersburg Post envelopes were introduced in Moscow, which were in circulation here for 5 years.
In 1846, two issues of original one-piece items were undertaken for the St. Petersburg city post office: stamped postal sheets and postal sheets combined with the opening of a stamped envelope.
In 1864, the Establishment of Artificial Mineral Waters, which existed in St. Petersburg, for the convenience of its customers, entered into an agreement with the management of the post office on prepayment of postal services for sending order forms for its products by city mail. These forms, as a free attachment, were included in an already completed order so that the client could place the next order without entering the establishment, but by sending it by mail. To do this, a stamp was placed on the form with the address of the establishment at the post office, confirming the right to send the forms by city mail without charging an additional fee. Postcards similar in design were used by Dr. Shtaerman\'s Artificial Mineral Water Establishment in Moscow. This organization paid a certain amount in advance to the post office and stamped “Post Paid with Postage Stamp” on unmarked cards with a printed address.
