ORIGINAL PROPRIETOR\'S LIST TAXES AS OF 1827*** Usually original, early papers from interior towns like New Durham are now in the NH State Archives in Concord. This old document is from the State of New Hampshire, Strafford County to Mr John Brooks, Collector for the Town of New Durham for the year 1827. The state requires that Mr Brooks collect the assessed tax on property owned by non-resident people.
The letter states that the purpose of these taxes is for highway, school, state and county taxes. These taxes have been established as a total of $114.60 to the NH State Treasury for a total of $31.74, to the County of Strafford Treasury a total of $31.74 and any residue to the selectmen of the town of New Durham for roads and whatever they deem necessary. The above tax money from non-residents would be due by \"the first day of December next\", and the document is dated the fourteenth of April 1821. If such money is not paid, Mr Brooks is to proceed with collection of each debt. It does not say how, but almost always was carried out via public sale of the land or farm in arrears. The letter was signed by Thomas Tash Jr, Ephraim Chamberlain and Samuel Langley. The wax seal is present in upper left of page one. On pages two and three are lists of those original proprietors/non-residents of New Durham, the number of lots owned, the number of the Division, the number of acres, the rateable estate, the town tax, the highway tax, the school tax, the county tax and state tax. In the non-resident list beside each name is either marked \"paid\" or left blank. Most are wealthy down-staters, usually wealthy merchant friends of the British crown who received grants prior to the Revolution when the state was being cut up and developed. Rarely did these men or their descendants actually move into these remote places but either sold the land or passed them onto their children. You will see on the list several \"heirs of\" a proprietor. I might say that the names on the document are all recognizable and read like the who\'s who of Portsmouth, Durham and Dover, New Hampshire area elite. The condition of the document is worn, but I imagine it has been handled a lot. It is on solid laid paper. There is a 3/4 separation between page two and three. There are ragged edges, but the important thing is that I do not see anything missing, and all the text is strong and legible. One small line on the back notes that 36 cents had been paid to Mr Runalls for John Davis Jr.
