Unofficially beginning a project to restore Central Park's Sheep Meadow, James Taylor, the rock and folk singer, gave a free concert there last evening before a crowd that was estimated by the police at 250.000. Meadow at 10 A.M. and began petting down blankets and setting up picnics.


Park Commissioner Gordon S. Davis told the crowd last night that the concert was more than just music‐ that it was to let the public know that the Sheep Meadow was in trouble and would be out of use for six dr seven months beginning in September.


“We're totally reseeding and resodding the meadow and putting in a new sprinkling system,” Mr. Davis said in an interview before the concert. “For about half a year or more the public will be deprived of something they've grown used to and this concert is to help make them aware of this change. It's not just to come and hear a nice concert on a hot summer night.”


The Sheep Meadow renovation will cost $400,000, Commissioner Davis said. So far his department has $300,000 for the project, received as a grant from Governor Carey's office. The department hopes to raise the rest from the public.

During a 20‐minute intermission in the music program, Mayor Koch ap peared on the stage and told the crowd: “This is the largest group in any area in some time, and we've got it. You all • look super.”


A few minutes later Mr. Taylor and his group returned and began their second set with “Steam‐Roller Blues.” The set ended around 8:30 and the police escorted the group out of the park in its air‐conditioned bus.


Scott Muni, program director of WNEW‐FM, then came onstage and asked the people to pick up their trash as they were leaving. Many did so.
