In 1939 The tradition of issuing signs for counting workers was revived. The design of the sign was approved in 1938 and published in the Izvestia newspaper on December 11, 1938. Made by order of the Economic Council under the Council of People\'s Commissars of the USSR, at LMD. Badges were issued to each employee involved in the census.
Description: Octagon 27 mm long and 11 mm in size. In the center of the icon is a map of the Soviet Union, with the inscription “USSR” in the background. At the top is the state emblem (11 republics), under which is the inscription “All-Union”, and below under the map is a continuation of the inscription “population census 1939”. The badge is made on LMD, from tombak (copper-zinc alloy), dark gray color, the inscription “USSR” is red enamel, K.V., without number.
