Juan Carlos Onganía Carballo(Spanishpronunciation:[ˈxwaŋ ˈkaɾlos oŋɡaˈni.a]; March 17, 1914 – June 8, 1995)wasde factoPresident of Argentinafrom29 June 1966 to 8 June 1970. He rose to power as militarydictatorafter toppling the presidentArturo Illiain a coup d'état self-namedRevolución Argentina(ArgentineRevolution). (AlthoughPeronism- the chief political forcein Argentina at the time - was proscribed, Illia'sUCRwas generallyseen as legitimately elected.) While preceding militarycoups in Argentinawereaimed at establishing temporary, transitionaljuntas, theRevolución Argentinaheadedby Onganía aimed at establishing a new political and social order, opposed bothtoliberal democracyandtocommunism, which gave to theArmed Forces of Argentinaaleading role in the political and economic operation of the country. The politicalscientistGuillermo O'Donnellnamedthis type reference both to theRevoluciónArgentina, theBrazilian military regime(1964–1985),Augusto Pinochet's regime (starting in 1973) andJuan María Bordaberry'sregime inUruguay. Krieger Vasena suspendedcollective labour conventions,reformed the Fossil Fuels Law which had established a partial monopoly oftheYacimientos PetrolíferosFiscales(YPF) state enterprise and also signed a lawfacilitating the expulsion of tenants in cases of non-payment of rent. Onganía'srule signified an end to university autonomy, which had been achieved bytheUniversity Reform of 1918.Barelya month into his administration, he was responsible for the violation ofuniversity autonomy in the so-calledLa Noche de los BastonesLargos("The Night of the Long Police Batons") inwhich he ordered police to invade the Faculty of Sciences of theUniversity of Buenos Aires. Students and professors werebeaten up and arrested. Many were later forced to leave the country, beginninga "brain drain" that adversely affects Argentine academia tothis day. Onganíaalso ordered repression on all forms of "immoralism",proscribingminiskirts,long hairfor boys, and allavant-gardeartistic movements. This moral campaignfavorized the radicalization of the middle classes, who were veryover-represented inuniversities. In 1969,Ongania dedicated the country to theImmaculate Heart of Mary
