Charles Samuel Joelson(January 27, 1916 – August 17, 1999)was an Americanlawyerandpolitician. Joelson,aDemocrat,succeededGordon CanfieldastheRepresentativeforNew Jersey's 8thDistrictfor eight years, lasting from 1961 until hisresignation on September 4, 1969, when he became a judge in theSuperior CourtofNew Jersey. Joelson was born and raised in aJewishfamilyinPaterson, New Jersey.Aftergraduating fromMontclair Academy,he went on to college and attendedCornell University. AftergraduatingPhi Beta KappawithaBachelor of Artsdegreein 1937,Joelson went to attend the university'slaw school. He graduatedwith aBachelor of Lawsdegreein 1939, and was admitted to the bar in 1940. He first started hislaw practiceinPaterson, New Jerseyandcontinued until he enlisted in theUnited States Navyin1942.DuringWorld War II, Joelson served as an ensign in the Far EasternBranch of theOffice of Naval Intelligence,where he learned and mastered theJapanese language. After the war, Joelson first ran for theHouse seat inNew Jersey's 8thcongressional districtagainst incumbentGordon Canfield. In a close election, Canfield captured 59,191votes, just 148 more than Joelson, and was proclaimed the winner of theelection.Joelson then served onPaterson's city counselfrom 1949 to 1952. He then served as deputyAttorney GeneralinNew Jersey's criminal investigation division for three years,starting in 1954. That same year, he again ran for theRepresentativeseatforNew Jersey's 8th District, but again lost toincumbentGordon Canfield.Joelson received 45.1% of the vote, incomparison to Canfield's 54.8%.Afterwards, Joelson then went on tothePassaic County'sProsecutor's Office and then became the director of the state's criminalinvestigation division and served that post from 1958 to 1960. Hewon the seat forNew Jersey's 8thDistrict's in the November 1960 election. Canfield was not acandidate for renomination in 1960, and so Joelson was pitted against RepublicanWalter P. Kennedy. Joelson won the election by nearly 14,000 votes, capturing a52%-43.8% majority.He was sworn into theUnited States CongressonJanuary 3, 1961. As Congressman, one of Joelson's achievements was a piece oflegislation in 1969 that saved many school libraries. The legislationappropriated over a billion dollars for public school libraries, remedialprograms and guidance counseling. Afterhis resignation, then-state cabinet memberRobert A. Roewas elected as aDemocratbyspecial election on November 4, 1969 to fill the vacancy left by JoelsonJoelsonhad asked the state's governor at the time,Richard J. Hughesfor a seat in theNew Jersey Superior Court.He served on the bench for fifteen years, spending time in theChancery DivisionandtheAppellate Division, beforeretiring in 1984. Aresident ofParamus, Joelson died atthe age of 83 inFreehold Township, New Jersey[2]on August 17, 1999.
