Scott Wike Lucas(February19, 1892 – February 22, 1968) was an Americanattorneyandpolitician. A member of theDemocratic Party, herepresentedIllinoisin theU.S. House ofRepresentatives(1935–1939) and theU.S. Senate(1939–1951).He was theSenate MajorityLeaderfrom 1948 to 1950. Lucas was born on a tenant farmnearChandlerville, inCass County, Illinois.He was the youngest of six children ofWilliam Douglas and Sarah Catherine (née Underbrink) Lucas.His parents named him afterScott Wike, aDemocratwhoserved a representative from Illinois (1875–1877, 1889–1893).After attending public schools, hebegan his studies atIllinois Wesleyan University.During college, he was active inathletics. He lettered infootball,basketball, andbaseballand played semiprofessional baseball intheThree-I Leagueduringhis summer breaks. Lucasgraduated from Wesleyan with a law degree in 1914 and was admitted to the barthe following year.He served as a schoolteacher beforeentering private practice inHavana. DuringWorld War I, he served in theUS Armyand rose to become alieutenant Lucasreturned to his law practice following his military service and served asastate's attorneyforMason Countyfrom1920 to 1925.He also worked as a commander of theIllinois Department of theAmerican Legion. In 1932, he was defeated byWilliam H. Dieterichforthe Democratic nomination to challengeRepublicanincumbentOtis F. Glennfor aUnited States Senateseatfrom Illinois. Lucas was later appointed chairman of State Tax Commission byGovernorHenry Horner, serving from 1933 to 1935. In1934, following the death ofSpeaker of the HouseHenry Thomas Rainey, Lucaswas elected to the House of Representatives fromIllinois's 20thcongressional district.He established himself as a strong supporterofFranklin D. Roosevelt'sNew Deal, working to pass theSoil Conservation and Domestic Allotment Act of 1936andtheAgriculturalAdjustment Act of 1938.However, Lucas disagreed with Rooseveltover the president'scourt-packingplan, which Lucas denounced as "useless, selfish, andfutile." In1938, after William Dieterich declined to run for re-election, Lucas waselected to the U.S. Senate over RepublicanRichard J. Lyons, with a 51%–48% victory. He was re-elected in1944.Lucaswas afavorite soncandidate and amongtwelve nominated at the1944 DemocraticNational Conventionto serve asFranklin D. Roosevelt'srunning mate in thepresidentialelection that year. With support fromHarry S. Truman, he was elected party whip in 1946. Lucas, amoderate, drew support from both conservative and liberal wings of the party.He took over theMidwestcampaign for Truman and wascredited with assisting Truman's 1948 re-election and bringing nine Democratsinto the Senate. WhenAlben Barkleybecame vice-presidentand resigned his seat, Lucas became majority leader. However, he was unable tobuild a consensus as Senate Majority Leader with the onset of the anticommunistera, and lost in 1950, to RepublicanEverett Dirksen. Lucas had become a target of Republican wrathwith loss of political power in the Senate and the White House. His 1950reelection campaign featured the active intervention into Illinois politics ofWisconsin SenatorJoseph McCarthy, whotraveled the state with Dirksen saying that Senator Lucas was "soft oncommunism." Dirksen would go on to easily defeat Lucas with a 54% to 46%victory. Privately, in later years, Dirksen attributed his victory to Lucas'sfocus on not his state but his responsibilities as Senate Majority Leader, andDirksen was free to campaign locally, often debating Lucas's IllinoisDemocratic Party proxies and calling attention to Lucas's prolonged absencefrom the state.
