Dr.

Lowman, a native of Park Ridge. Ill., who came here in 1900 and was for many

years the only orthopedic surcseon in the Southwest, received a Medal of

Freedom, the nation's highest civil medal from President Nixon in 1974 for his

work with handicapped children in Mexico and this country. From 1909 to 1972.

he held a weekly outpatient clinic for children in Los Angeles and until last

year frequently flew to Calexico, Mexico, to help staff the Valley Orthopedic

Clinic, which provides free treatment for handicapped children there. Dr.

Lowman, the author of eight textbooks on orthopedic surgery, originated a

surgery technique that enables polio victims to use their remaining muscle

function by transmitting energy from abdominal muscles by way of strips of a

tough fibrous tissue in the patient's legs. He also did research in the use of

therapeutic pool treatments for polio patients. He was graduated by the

University of Southern California Medical School and studied orthopedic surgery

at Massachusetts General Hospital in Boston and Boston Children's Hospital. He

served as medical director of the U. S. C. school of physical therapy and was

an orthopedic consultant to the Los Angeles Board of Education for more than 50

years. One of his outstanding achievements was persuading the California

Legislature in 1927 to provide education for handicapped children in hospitals

and at home and to provide special transportation for them. Dr. Lowman founded Orthopaedic Hospital in Los

Angeles in 1909. It was one of the first hospitals in the country devoted to

that specialty. For the last 32 years, he was chief of staff emeritus and

director of education, a position that enabled him to design numerous training

programs for fledgling orthopedic surgeons.
