Here is a hand-written letter addressed to The Honorable A P Howard (Anson Pearl Howard 1820-1901) of Woodstock Ohio from William Henry Smith (1833-1896) of the Associated Press, Chicago.The letter is dated, Chicago, April 4 /79 and references some of the turmoil following the end of the Civil War.The letter discusses:
o Howard’s son (George Pearl Howard) moving to the Pacific Coast, commenting that “that country is just beginning to reap the advantages of civilization, and if I were to send my boy off it would be there.”
o “The new revolution” and a quote he received in a private letter from the President (Rutherford B Hayes): “Of course, I don’t believe in test oaths, and do not care to use the military. But the State Rights hearsay that the Nation cannot enact safe guards from National elections and the still more dangerous doctrine that a bare majority in the two houses can absorb all the power of all the Departments of the Government cannot be under any conceivable circumstances approved where embodied in legislation.” William Henry Smith was born December 1, 1833, in Columbia County, New York. In 1836 his parents moved to Ohio, where he received the best educational advantages the state afforded. He was a tutor, editor of the Literary Review at Cincinnati, and an editor at the Cincinnati Gazette when the American Civil War broke out. He was active in promoting enlistments for the Union. Smith was active in securing the gubernatorial nomination for John Brough, and became his private secretary upon his election to Governor in 1863. In 1864 he resigned when nominated by the Republicans for Ohio Secretary of State, and defeated incumbent Democrat William W. Armstrong in the general election. He was nominated again in 1866 and defeated Democrat Benjamin Le Fevre. Smith resigned as Secretary on January 14, 1868, to run the Cincinnati Chronicle for a short time until failing health caused his resignation. In 1870 he took charge of the Western Associated Press in Chicago. In 1877, President Hayes appointed him Collector of the Port of Chicago. In January 1883, he led the merger of the Western Associated Press and the New York Associated Press and was the General Manager of the company. Smith also compiled and edited historic works, including the St. Clair Papers in 1882. He died July 27, 1896, in Lake Forest, Illinois. Source: Wikipedia The Honorable A. P. Howard was a Woodstock, Ohio farmer, residing at “Lazy Man’s Rest,” 1800 acres. He was born in Windham County, Connecticut on December 24, 1820. In 1847 he married Elizabeth J McDonald and had five children. In 1851 he visited the first world’s fair in London, England, and, during his stay abroad, visited France, purchasing a number of blooded sheep; he returned the same year. In 1861 he was elected to the House of Representatives of Champaign Co., Ohio, and served during the legislative years of 1862 and 1863, after which he was elected to the Senate from the Eleventh Senatorial District, and served in the body during the years 1864 and 1871. In 1862, he was the first in Champaign County to contribute means to enlarge the volunteer force, placing $500 on deposit to the credit of the first 100 men who enlisted in the 95th O. V. I. (Ohio Volunteer Infantry) of the Civil War. Source: History of Champaign County Ohio, 1881.The back side of the envelope appears to have notations and figures of a typical farmer. Husk corn a 3 cents for perhaps a pound. 1,900 for $57.00. The other readable notations are cash, salt, corn, hog, meat, vinegar, pasture of heifer, and mare keep. There is also a notation on the front of the envelope. WHS (Woodstock High School?) and Geo H Draft.
