The Council of Ministers established the Order of the Liberation of Siberia in OMSK on July 15, 1919. The order complained to the citizens of Russia and subject of foreign states, for undoubted merits in the liberation of Siberia from the Bolsheviks on the battlefield or in state and public construction. The fulfilment of the orderlies the manufacture of medal’s was transferred to the Yekaterinburg Art and Industrial School. It was planned to make 20 Orders Stars, 20 crosses of the 1-st degree, 100 cr. - 2nd class, 300 - 3rd, and 1000 crosses of the 4th degree.

The 4th degree of the cross is a gilded, oxidised cross of the same size as the the 3rd degree cross, covered with green enamel on the front side. In the middle of the front side of the cross is the date “1918”. To the badge of the order , when he complained for military merit, swords were added, in the form of two crossed Cossacks checkers.
