Itwas designed by Alfred B. Mullett, Supervising Architect of theDepartment of Treasury, which had responsibility for federalbuildings. Patterned after French Second Empire architecture thatclashed sharply with the neoclassical style of the other Federalbuildings in the city, it was generally regarded with scorn anddisdain. Mullett, the exterior architect who was often criticized inhis position, later resigned. Beset by financial difficulties,litigation, and illness, in 1890 he committed suicide. Writer MarkTwain referred to this building as "the ugliest building inAmerica. President Harry S. Truman called it "thegreatest monstrosity in America. Historian Henry Adams calledit Mullett's “architectural infant asylum. "His(Richard Haas) prints faithfully record great American facades andstreet-scapes. His paintings do this as well.
