Typed Letter Signed: \"Bill\" as Governor of Arkansas and Chairman of the National Governors\' Association, 1p, 8½x11. On Association letterhead. Washington, D.C., 1987 March 11. To Senator Daniel P. Moynihan, Chairman, Subcommittee on Social Security & Income Maintenance Programs, Committee on Finance, U.S. Senate, Washington, D.C. In full: \"I want to thank you for taking the time to meet with Governors Kean, Dukakis, Castle and me last week. I very much appreciated the free exchange of ideas and the candor with which you shared your views on the critical question of how to make our welfare system more responsive to people and their individual needs. I am proud of the welfare reform policy recently passed by the nation\'s Governors. While I recognize that it is not the full solution to our problems, I believe that it is an important start to changing the underlying values of our system to give back to our citizens the opportunity to regain their sense of pride and independence. I want you to know that I appreciate your tireless efforts over the years to champion the cause of our citizens locked in poverty and our children locked in hopelessness. I look forward to working closely with you as the 100th Congress moves forward to translate good policy into good law. New Jersey Governor THOMAS KEAN was later Chairman of the National Commission on Terrorist Attacks Upon the United States (also known as the 9-11 Commission), appointed by President George W. Bush. Governor of Arkansas from 1979-1981 and 1983-1992, BILL CLINTON defeated President George Bush in 1992 and served as President from 1993-2001, the first incumbent Governor elected President since FDR in 1932, the first Democrat reelected President since FDR and the only elected U.S. President to be impeached. DIRECTLY FROM THE SALE OF THE ESTATE OF DANIEL PATRICK MOYNIHAN. Moynihan (1927-2003) represented New York in the U.S. Senate as a Democrat for four terms (1977-2001). A prolific author, he served in the administrations of four Presidents: Kennedy, Johnson, Nixon and Ford. Moynihan was a key participant in debates on \"welfare reform\" for three decades. Having helped plan the \"War on Poverty\" in the Kennedy and Johnson administrations, he later became a severe critic of the effect of income support programs on poor families.
