The top knob is functional in that it switches between HIRED, STOPPED, FOR HIRE. I am no expert in meters, so I am not sure what th bottom smaller knob does. The unit is made in Japan. It weighs about 1936 grams, and measures about 7.5 inches tall (including the mounting pole) x 3.5 inches wide, and about 3 inches deep. Overall, it just looks cool. Very hard to find even with Google image search. I wouldn\'t know even where to begin on how to test this unit, so assume it is non-functional and for decorative/antique/nostalgia purposes.
My father drove taxi in the early 1970s (before the digital meters came out), so this meter is at least from the 1960s and probably before that even.
I found a newer \'somewhat similar\' version listed in Singapore for $280 US; newer in that it had no knobs. Compare this meter to the others listed in a similar price range and judge for yourself what is a better deal.
