Very possible this is original artwork by Leo Gauthier as it is a 7 color silkscreened print (no dot matrix when viewed with a loop) and in a Federal style carved wood and gilt frame under glass. Definitely has some age to it. Gauthier made numerous exhibition pieces and even designed the FBI license plates. I would say 1940's looks about right for this piece. Dims; 29" x 22". The first official FBI seal was adopted in 1935, modifying the Department of Justice logo by adding “Federal Bureau of Investigation” and “Fidelity, Bravery, and Integrity” to the outer band. In 1940, Special Agent Leo Gauthier—a draftsman, artist, and illustrator—presented a new design based on an earlier Bureau flag that he had created. This design was readily accepted and has been the Bureau’s symbol ever since.
