This is a Very Rare D. Peres White House Washington folding Knife/File Made In Solingen Germany. The knife has Machetic Cutlery Co. Phila. PA. on one side of the blade. It is hard to read the small print but I think that is right? The other side says, D. Peres Solingen Germany on it. The handle says, Greetings From Washington on one side and a design of the White House on the other. The other blade has a file on one side and two small file slots on the other side, like for sharpening fish hooks? It also has a point on the end of that blade and I have been told it was for cleaning your fingernails? See pictures for details and dimensions.
