I think this was originally a light cover but I am not sure. There are openings along the trim of his hat on the top of his head, on the toy bag, on the sides, on the belt, and on the foot. The residue on the figure is most likely from the heat of the string lights that were used. Celluloid is very flammable so I would not use it near Christmas lights.
