This is a Vintage Berger Detachable Brass 10” Lamp Harp # 2650294. It’s used, shows some wear, could be cleaned up a bit, is nicked, scratched, discolored, tarnished, rusty, marked up, and has some residue buildup. From the base to the top of the bolt it measures 10-9/16” tall. The widest part of the harp measured from outside to outside is 4-1/8” across.
