Vintage mechanical pencil. I believe it is 1800\'s vintage but I am no expert on this type of item. All of the stones are hand cut diamonds. The pencil front piece and the two bands on the top and bottom of the pencil body are 18k yellow gold. I dont think the diamond encrusted end piece is gold though. The front section is a bit loose and can slide forward easily. I have not tried the pencil with lead in it but it appears that it would function as intended other than the front being slightly loose. Please see pics.
