These medium ALICE packs with shoulder straps were made, issued, and used in NATO member Turkiye's Armed Forces. It's a clone of the USGI Medium ALICE Pack except its even better in some ways. For starters it doesnt have the waterproof coating on the map pocket thats notorious for peeling off like USGI packs, but has a clear one that stays in place and is also throughout the entire inside of the pack. Another is the addition of the two large side pouches for a total of 5 external pockets versus the USGI which only has 3. Other than that these are pretty much identical to the good ole USGI medium ALICE pack. It too can be used with or without the ALICE frame (not inlcuded) or just as a backpack with the included shoulder straps.
