Up for sale is a lot of two (2) identical cool vintage felt pennants issued for the 67th Annual Convention of the \"Pennsylvania Magistrate\'s Ass\'n\" [Pennsylvania Magistrates Association], which was held on June 20-23, 1965 in Washington, Pennsylvania. They have an impressive crest with two horses and an eagle, plus the Association\'s motto: \"Virtue, Liberty, and Independence\".

These pennants measure about 8.125 inches by about 20.5 inches.

According to a November 6, 1967 article in The Pocono Record titled \"Low Court Wrangle\" and written by Mason Denison, Pennsylvania magistrates were considered part of the \"lower, lower courts\" and were \"minor judiciary\", consisting of justices of the peace, magistrates, and aldermen. The court system in Pennsylvania had evolved into a bewildering and inefficient assortment of jurisdictions, and there was much controversy about how to address the problem. On one side was the Pennsylvania Bar Association, which advocated the abolition of the minor judiciary system and its replacement by a system of community courts. On the other side was the Pennsylvania Magisterial Association (PMA), which supported reducing the number of minor judiciary, requiring minimum education, increasing their jurisdiction, and replacing the existing fee schedule with salaried positions. The issue was to be decided as part of a statewide Constitutional Convention. The author noted that, during this Convention, the PMA \"would be fighting for its very existence\".

In fact, the Pennsylvania Magistrates Association no longer exists. In 1973, it merged with the District Justice of the Peace Association to form the Special Court Judges Association of Pennsylvania (SCJAP), which represents Magisterial District Judges, the Municipal Court Judges of Philadelphia, and the Traffic Court Judges of Philadelphia.
