What did we study in college? Advantage of socialismover capitalism because we haveplanned economy. GOSPLAN Make decision how many shoes. pencils, cement, macaroni to be made in the next 5 years.I remember years when I worked as a chief engineer of a construction company. (1966-1974). Say we have a plan. One million rubles. But we fulfill only 900,000. I go to trest (Our main branch) “Such and such, we did not get concrete as was planned, we did not get and so on…” Planning department go to “Glavk” and explained them why none of construction companies did not fulfill the plan. Glavk go to Ministry of construction, and they finally go to GOSPLAN. As everybody wanted to look good, and nobody cared about actual performance, they changed the plan backdating. (Всевшоколаде. All in chocolate. Russian expression). As a result we got revised plan 860,000, which outperform plan on 4%).

I remember how Khruschev ran USSR economy. “Catch up and overtake America in 10 years”.I rememberhuge posters with size of 3 story building, showing cornucopia and all products pouring from there. To help the economy, Communist party made decision, that each soviet citizen supposed togrow and donate to the state eggs, butter etc. At that time,I workedin North KazakhRepublic (Was sent by government thereafter college.) How hell I can donate eggs? But it was simplesolution. I went to the shop and bought 2 kg butter andreturnedit back to the shop. They gave me receipt, that I donated 2 kg butter. I gave that receiptto the communist office,and they forwarded it to government.

1st secretaryof Ryazan districtLarionov, promised Khrushchev to triple the plan. He slaughters all the livestock and givesto the USSR 3 times more meat that was planned. ... long story, His portraits were in all newspapers, on TV, he got order of Lenin… Read whole story in google. As a result,he shut himself.

On the edge of collapse economy, it was not possible to manipulate by numbers. So in the middle of 5-years plan they changed it to 7 years plan. In that case plan was easy revised.

Service? Do you know who in Russia were the richest people? - Salesmen.

Main reason is the deficit of all product. All means all. Shoes, potato, radio, socks, books, watches etc. Here is an example. A collective farm delivered to a specific store 4 tons of tomatoes at government price 8 kopeck per kg. A store manager first calls every ranking official, calls other store managers, etc and informs them that he got tomatoes. These people send their wives to get fresh tomatoes at a regular, state dictated price of 10c per kilo. Thus, half a ton of tomato left a store. Then he calls to known to him resellers, usually peasants from surrounding areas, and he sells them 3 tons of tomatoes at 25 kopeck per kg, but his invoice would reflect that these 3 tons of tomatoes were sold at 10 kopeck per kg. These resellers then would go to the market and sell these tomatoes at 40 kopeck per kg. Now the rest of tomatoes go on salefor a regular consumer to buy at a normal 10 kop. price.Half a ton, which are usually not as fresh as the previous batch, on display So for a couple of days this manager put 450 rubles (3 months salary of regular engineer) into his pocket. But it is not all, he also sells other vegetables in the same manner.

Say you sell sugar or salt. It kept in big 50kg bag. Near the bag you put a basket with water. Within a week 50 kg bag became 55kg.

My personal comments:

The quality of goods is awful. Let me tell you Russian anecdote:

  • Delegation from Japan visited USSR. At the end of their journey USSR representative asked Japanese
- What most you liked in Russia?
- You have very good kids.
- What else did you like?
- You have very good kids.
- OK, our kids are good, but what except kids did you like?
- You have very good kids, but all other stuff which you make by hands is terrible.Another Russian joke:
I stay in line for telephone 20 years and 2 days (20 y. in Russia, 2 days in America).

In addition, it was a shortage of everything. From meat and apples, to clothes, to TV,…
In Russia you never ask: \"Where did you buy this?\"
You ask: \"Where did you get it?\"

My wife once bought me a coat. She went to GUM (dept store near Kremlin) 6 AM and stay in line about 10 hours. Once I stay in line 2 hours for oranges, when I get to the counter all was gone. For our 1st refrigerator \"Oka\" we stay in line 1 year. In GUM you can see line 100-200 people, they are waiting, \"may be GUM start to sell socks.\"

But to be honest Icecream in cafe on Gorky Street in Moscow is amasing. But it cost 1/3 of your day salary.

I worked as chief engineer in Construction Company. We pay salary 3 times a month. After each pay all workers came dunked for 1-2 days. So we decided to pay twice a month to save working days.

I remember general conversations among laborers: “With whom; When; Where and how much they drink.

One manfrom Moscow invited relative from Saratov (He never was in Moscow before). When he arrived they obviously drink. In the morning they “opokhmelitsya” (drink over to kill headache). In the dinner they drink again. It continues for 2 weeks. On last day he told: “This is my last day, let’s go to see kremlin”

On each party we calculated how much vodka to buy. Standard – half liter per person. Usually it was not enough

I came to US in 1974 and was invited on wedding of Russian couple. Me and my friend, Ilia went to bar and he asked barmen (big black man) vodka. Barmen took a glass and put ice. Ilia did not speak English but with gesture he told: ”Ice out”. Barmen poured little vodka in glass. Ilia again with gesture asked to put more and more until 200g glass was full. Ilia drank all vodka and smell his elbow (common bite after drink). I remember eyes of barmen when he looked on Ilia drinking 200g in one shut

· After college I was sent to North Kazakhstan. Work on bridge construction. Remember Yelin our superintendent told: I like vacations. 3 days on the train. In the morning go to wagon restaurant -150. On the dinner another 150, in the supper also 150. Gooood! (For dumb people: 150 is a standard drink of glass of vodka 150 gram)
