This is not the Weller planter, this is the metal figurine from which the design was taken. The design patent: #123112 was granted 6-1-1940 to Arthur Lindwall of Hollis, N.Y. as a toy design. It was produced for a very short time in metal. The advent of WW II, 18 months later, likely halted production, wartime scrap drives most likely claimed many examples. Production does not seem to have resumed after the war and these are rarely seen today. Sometime later, the pottery maker Brush-McCoy used the model for a planter. The unique design allows for the figure's face to be turned toward the viewer no matter which way it is turned.
