TheIraq War was a protracted armed conflict that began with the2003 invasion of Iraqby a United States-led coalition. The invasion regime toppled thegovernment of Saddam Hussein. However, the conflict continued for much of the next decade as aninsurgencyemerged to oppose theoccupying forcesand the post-invasion Iraqi government. An estimated151,000 to 600,000 or moreIraqis were killed in the first 3–4 years of conflict. The United States officially withdrew from the country in 2011 but becamere-involved in 2014at the head of anew coalition; the insurgency and many dimensions of the civil armed conflict continue. The invasion began on 20 March 2003, with the U.S., joined by the United Kingdom and several coalition allies, launching a \"shock and awe\" bombing campaign. Iraqi forces were quickly overwhelmed as U.S. forces swept through the country. The invasion led to the collapse of theBa\'athist government;Saddam was capturedon December 2003 inOperation Red Dawnandexecutedby a military court three years later. However, the power vacuum following Saddam\'s demise and the mismanagement ofthe occupationled to widespreadsectarian violencebetweenShiasandSunnisas well as alengthy insurgencyagainst U.S. and coalition forces. The United States responded with atroop surge in 2007to attempt to reduce the violence. The U.S. began withdrawing its troops in the winter of 2007–08. The winding down of U.S. involvement in Iraq accelerated under PresidentBarack Obama. The U.S. formally withdrew all combat troops from Iraq by December 2011. TheBush administrationbased itsrationale for warprincipally on the assertion that Iraq possessed weapons of mass destruction (WMDs) and that Saddam\'s government posed an immediate threat to the United States and its coalition allies. Select U.S.officials accused Saddam of harboring and supportingal-Qaeda, while others cited the desire to end a repressive dictatorship and bring democracy to the people of Iraq. After the invasion, no substantial evidence was found to verify the initial claims about WMDs. The rationale and misrepresentation of pre-war intelligence faced heavycriticismwithin the U.S. and internationally. As a result of the war, Iraq heldmulti-party electionsin 2005.Nouri al-Malikibecame Prime Minister in 2006 and remained in office until 2014. The al-Maliki government enacted policies that were widely seen as having the effect of alienating the country\'s Sunni minority and worsening sectarian tensions. In the summer of 2014, theIslamic State of Iraq and the Levant(ISIL) launched a military offensive in Northern Iraq and declared a worldwide Islamic caliphate, eliciting another military response from the United States and its allies. The Iraq War caused hundreds of thousands of civilian, and thousands of military casualties (see estimatesbelow). The majority of casualties occurred as a result of the insurgency and civil conflicts between 2004 and 2007. The State Department has contracted DynCorp International to provide aviation and support services in Iraq. Under the award, DynCorp would replace the former Blackwater, which was the only major U.S. security contractor with an aviation fleet in Iraq and other parts of the Middle East. \"This award is a tremendously important opportunity for DynCorp International to support the safety and security of U.S. diplomatic personnel serving in Iraq,\" DynCorp International chief executive officer William Ballhaus said. In May 2009, DynCorp replaced Blackwater as the leading security contractor for the State Department. Blackwater, responsible for aviation services as well, was banned from operating in Iraq in wake of the prosecution of six former security officers linked to a shootout in Baghdad in 2007 in which 16 civilians were killed. A spokesman for the American mission to the U.N. office in Geneva (UNOG) said that \"Accusations that U.S. government-contracted security guards, of whatever nationality, are mercenaries is inaccurate.\"[80] An observer noted that the difficulty in separating private from public troops means that legal proceedings against these violent non-state actors can be complicated, and stated that contracted combatants carry the legitimacy of the state that hires them.Demands for specific PSC services have grown to record levels in recent decades, and private firm\'s capabilities now include an array of services that are vital to the success of on-the-ground war fighting as well as other more traditional stability operations and contingency contracting. While past calls for corporate responsibility have heralded successes such as the Kimberley Process and the Extractive Industries Transparency Initiative in widespread international operations, there has also been a move within the PSC and contingency contracting industries to call for accountability and to implement a code of ethics for the retention of services and operations of such service providers. Existing credible accountability initiatives form a skeleton for governing the conduct of contractors, but much remains to be fleshed out to form a coherent and standardized framework from which to oversee such organizations and activities. Over the last decade there have been a number of initiatives to regulate the private security industry. These include the ISO/PAS 28007:2012 Guidelines for Private Maritime Security Companies and the ANSI/ASIS PSC.1 and PSC.4 standards.
