TheNational Security Operations Center(NSOC) orDirectorate Kis the part of the United StatesNational Security Agencyresponsible for current operations and time-sensitivesignals intelligence(SIGINT) reporting for theUnited States SIGINT System(USSS).[1]It is one of two centers watching; the other being Directorate V or the NTOC which assesses threats.

FUNCTIONS

NSOC is an operations center on a 24 hours a day, 7 days a week basis, providing total situational awareness across the NSA/CSS enterprise for both foreign Signals Intelligence and Information Assurance, maintaining cognizance of national security information needs, and monitoring unfolding world events.[2]

HISTORY

In 1969, aU.S. NavyEC-121patrol plane wasshot downover theSea of Japan. In the ensuing hours, NSA leaders raced from office to office to gather the information necessary to assemble a coordinated response for the agency and national leadership. This incident demonstrated the need for a dedicated watch center to respond to breaking world events.

The NSA Assistant Director for Production (ADP) at that time,John E. Morrison, Jr., proposed to the Director of NSA (DIRNSA) that a single National SIGINT watch center be established.[3]The center was established in 1968 as the National SIGINT Watch Center (NSWC) and was renamed into National SIGINT Operations Center (NSOC) in 1973. This "nerve center of the NSA" got its current name in 1996.[4]

After theSeptember 11, 2001 attacks, the NSOC's mission was broadened from a watch center to the operations center it is today.

NATIONAL SIGINT OPERATION CENTER (U)
The Sigint System provides our nation the capability to, monitor systematically and reliably the electromagnetic signals and communications of target countries throughout the world. Inherent in the system is the capability to generate and disseminate rapidly time-sensitive critical indications and warning and current intelligence information. Within the national intelligence community, the value and uniqueness of this capability has been demonstrated during virtually every major international crisis in recent years. In addition to such periods of crisis, Sigint contributes immeasurably to current, standing, and longer-term intelligence requirements. This is accomplished as a result of the analysis, reporting, and dissemination of Sigint information to users worldwide under a dynamic an_d responsive system of timesensitive Sigint operations. The National Sigint Operations Center (NSOC), the Agency's current operations center, is the focal point for time-sensitive Sigint analysis and reporting at NSA and within the United States Sigint System (USSS). Much more than a "watch center," NSOC is the authoritative center .for dynamic management of time-sensitive Sigint operations. Hence, within the national intelligence community, NSOC represents a unique capability, for it is the only organization of its kind involved in, and responsible for, time-sensitive activities by a total national intelligence system. The evolution of NSOC and its operations represents a significant chapter in the growth of the U.S. Sigint System; this article traces the development of NSOC and describes its mission, functions, organization, operations, support systems, and relationships with other similar centers.
