Civil Appointment signed: \"Nathaniel P. Banks\" as Governor,10½x16½ folded, 21x16½ open flat. Also signed \"Oliver Warner\" as Secretary of the Commonwealth. Boston, 1859 August 31. Appointment of Augustus H. Houle as a Justice of the Peace for Plymouth County. Document opens to reveal certification that Soule has appeared for examination before two State Commissioners. NATHANIEL PRENTISS BANKS (1816-1894) was first elected to Congress as a Democrat in 1852, then re-elected on the American Party (\"Know Nothing\") ticket and again as a Republican. He was Speaker of the House (1856-1857), put in office by a diverse coalition of anti-slavery Congressmen. Banks was Governor of Massachusetts (1858-1861). During the Civil War, this adroit politician proved an inept Union general, whipped repeatedly by Stonewall Jackson in the Shenandoah Valley campaigns of 1862, and embarrassed again in the Red River Campaign of 1864. After the war, he served several nonconsecutive terms in Congress through 1891. He was a progressive legislator, an early advocate of women\'s suffrage. OLIVER WARNER (d. 1885), a clergyman, librarian and politician, served 9 terms as Massachusetts Secretary of State (1858-1876). The Republican Party declined to re-nominate him for a tenth term, even though he had been the Party\'s biggest vote getter in 1872. 1 horizontal 2 vertical fold creases.
