The \"magical world\" is a world where magic exists as a matter of course and everyone can use magic as a matter of course. In a society controlled by the Bureau of Magic, to which outstanding wizards belong, those with high magical abilities can become the upper echelon of society, while those with low abilities are treated as outcasts, and those with magical deficiencies who cannot use magic at all are killed.
