“Ruff Puffs” is the American nickname forthe men who serve in the Popular Forces, the trained, armed defenders of thehamlets and villages where they live.

These militia men know the earth, everyface, every normal sound. They are poorly paid.

“The Vietcong don\'t fear the army,” said33‐year‐oldTran Van To, a former farmer. “They just avoid a big army operation.

“But the VC hate the Popular Forces verymuch, and they know that when they come to the village there is a good chanceof being ambushed by us.”

The nickname Ruff Puffs also includes alarger body, called the Regional Forces, who are concerned with province securityand are under the control of the province chief. The two groups - R. F. and P.F. - have an estimated total of 486, 000 men. There are 466,000 men in theregular armed forces of South Vietnam.

Operational from the Fall of the French inNorth Vietnam, 1955 through 1975.

The SouthVietnamese Popular Force (Vietnamese: nghĩa quân, PF) (originally theSelf-Defense Corps) was a part-time local militia of the Army of the Republicof Vietnam (ARVN) during the Vietnam War.

The SouthVietnamese Popular Force mainly protected homes and villages in South Vietnamfrom attacks by the Viet Cong (VC) and later the People\'s Army of Vietnam(PAVN).

The PopularForce resembled the Local Force and village-guerrilla level component of theVC, while the Regional Force was a full-time force available for operationswithin a province.

The PopularForce (PF) was initially very poorly trained and equipped, but often bore thebrunt of PAVN/VC attacks.

PF andRegional Force units were responsible for inflicting an estimated 30% of thetotal PAVN/VC casualties throughout the war, and were much more capable offulfilling ambush and small-unit movement, reconnaissance, and detection rolesthan larger, slow-moving conventional forces.
