This is the original artwork by Jack Higgins for his Chicago Sun-Times editorial cartoon dated 1991. The artwork shows City of Chicago Treasurer Miriam Santos trick-or-treating wearing a Jane Byrne mask and startling Chicago Mayor Richard Mayor Daley. I think this was referring to the fact that Santos had been appointed by Daley to the post in 1989 and then she was elected in 1991 with Daley\'s backing. But after getting elected Santos had a disagreement with Daley over City pension funds. The artwork may refer to Jane Byrne\'s, who was head of Chicago\'s consumer affairs in the late 1970s and was fired by Mayor Bilandic after she complained that there was a \"backroom deal\" to raise taxi fares. The artwork measures approx. 10-5/8\" x 15-1/8\". This is the original artwork that Jack Higgins created. The artwork is in good condition - there are a few small marks/smudges/light dirt on the art - there are a couple wrinkles along the top edge that look like there might have been a paper clip on it - there is a small spot (1/8\" x 1/8\") that is stuck on the black background, about 5/8\" above the exclamation point in \"BOO!\" - there is a light 1\" diameter stain in the lower left corner - the artist\'s work shows, with some minor corrections as the piece was crafted - there is a 1-1/2\" diagonal crease in the lower right hand corner. A NICE, ONE-OF-A-KIND PIECE OF EDITORIAL ARTWORK THAT WOULD LOOK GREAT FRAMED! When packed, this will ship at the 2 pound rate - check the postage calculator.
