BACKGROUND: The Revolutionary Peoples Constitutional Convention was originally scheduled to beheld at Howard University in Washington, DC. Howeverafter a pressure from more established civil rights groups (NAACP, SCLC?) the Universitydenied the Panthersuse of their facilities. It was felt by manyfaculty and Board members that the Panthersand the arrival of the Black Power Movement was undermining the previous accomplishments of the Civil Rights Movement. There was also a general sense of repulsion by many of the more conservative older generation staff at the University towards the West Coast (sic. Merritt College)inspired Black Power Movement.Pro Panther students on campus strongly resisted the imposition of such outdated thinking.Led by DC Panther leader Elbert Howard (Field Marshall), students on campus organized protestscallingon the Panthersto help \"liberate Howard University and to make itserve the needs of the community.\" Huey Newton later spoke at St. Stephens of the Incarnation Church in DC and rallied students to maintain their support of the convention. Hepromisedthat another convention would be held. Unfortunately however Panther pressure was ultimately unsuccessful in getting Howard to yield.
