Mop Top Billy is waving to everyone, left arm in the air. Wearing his diamond shaped checkered red and white shirt with white cuff and wide collar with red bow at his neck. Mop Top also is wearing blue pants with white buttons at his waist and red button decoration on the legs of his pants. Red and white stripped socks show below his pant legs and above his black lace-tied shoes. On top of Mop Top\'s curly red hair sits white lopsided sailor\'s cap with gold band holding it to his head. Mop Top\'s face is painted with an elongated triangle on his nose, and an expanded smile with the ends extending well onto his cheeks.
