This is a rare gemmy piece. This item lights up, and the head motion (shaking) works fine. It does not make noise. There appears to be a speaker at the back of the skull, so I assume that it is supposed to make some sound of some kind. Other than the issue of not making noise it seems to work as designed. Appears to be in great shape cosmetically.
