Dubuque, IOWA - Grandview Avenue Boulevard - BIRDSEYE: GRANDVIEW AVENUE. One of the most prominent north-south roadways in the city, Grandview is often remembered for the PEONY TRAIL. The history of the street, however, goes well beyond flowers. In 1871 the present Grandview Avenue was called \"Boundary\" due to its position on the western city limits. The renaming of the road to Grand View has been thought to result from a city council discussion. The \"grand view\" from the bluff was the inspiration. The city engineer was ordered to plot and stake out a 100-foot-wide avenue. Angles were to be reduced to gentle curves. The street was to run from Julien (now University) Avenue to Southern Avenue in as straight a line as possible. The surveying was to follow the line of a former survey along the ridge setting a row of stakes down the center of each side of the avenue each ten rods apart. Fences belonging to residents were to be moved back or removed entirely. Petitions against the proposed action were received. Progress was slow, however, and in January 1873 a new survey was submitted, and old problems were revisited. The new survey was not made by the city engineer but by W. H. Knowlton. When his plat was adopted, Knowlton was designated \"City Engineer for all purposes and work in connection with the survey and opening of Grand View Avenue. At the next meeting the former city engineer was \"dispensed with.\" After twenty-one lawsuits were settled, the road was finished and opened on May 1, 1873. In February 1874 the council voted to extend the street from Summer Hill to Dodge Street. The grade was established, and it appeared the story of the road was finished until April 19, 1877, when James O\'Hara petitioned for and received permission to mine in the roadway. The \"strike\" proved unprofitable and a few months later the grade was re-established. SIDEWALKS were ordered laid in September 1878 and a petition for lamps was granted on March 2, 1881. In 1885 the street was to be macadamized. When residents found the ordinance for paving had not been signed by the mayor, they refused to pay. The city counter-sued and eventually the case ended up before the Iowa Supreme Court. The property owners won; the city had to pay the costs of paving. On Sundays in 1902, horse races were held on the street. Street cars were placed on the avenue for the first time on February 7, 1904. Another controversy to arise about the avenue came in 1908 when some residents wanted a park in the middle of the street. This issue was settled on August 26th when the city and property owners agreed on a park boulevard. This was later used for the PEONY TRAIL. In 2019 City of Dubuque officials replaced 18 flower beds along the road that they believed were causing visibility issues. The beds only represented half of the number of plants that were currently there. This was part of a routine maintenance the Dubuque Parks Division budgeted for annually. This cost came out of the $380,000 set aside for greenhouse and lawn care. The overall Parks budget was $3.6 million. This White Border Era (1915-30) postcard is in good condition.
