He is the son of Jean Antoine Debry, \"lieutenant mayorof Vervins\" (1780), and Marie Thérèse Lecoint/Lecointre. He married hiscousin Marie Josèphe Augustine Dupeuty in 1780, the daughter of JacquesPhilippe Ferdinand Dupeuty, a subdelegate in Vervins, and Marie AugustineLemaire.

InSeptember 1791, while serving as administrator of Aisne, Jean Debry was electedas the seventh out of twelve deputies from his department to the LegislativeAssembly. In February 1792, he voted in favor of the indictment of the Ministerof Marine, Bertrand de Molleville, and in August, he supported the indictmentof the Marquis de Lafayette. The monarchy collapsed following the insurrectionof August 10, 1792.

InSeptember, Debry was re-elected as the second out of twelve deputies from Aisneto the National Convention. He sat with the Plaine faction. During the trial ofLouis XVI, he voted for the death penalty and rejected the appeal to the peopleand the reprieve. He did not participate in the vote on the indictment ofJean-Paul Marat or the restoration of the Commission of Twelve. In a letter, heexpressed solidarity with a declaration opposing the events of May 31 and June2, written by his colleagues from Aisne.

Debryserved as a substitute on the Committee of Constitution and a member of theCommittee of Division in October 1792. In early November 1792, he was electedsecretary of the Convention alongside Bertrand Barère and Abbé Grégoire underthe presidency of Hérault de Séchelles. He became the president of theConvention at the end of March 1793. His secretaries were Boyer-Fonfrède,Garran de Coulon, and La Révellière-Lépeaux. He was a member of the Committeeof Public Safety. Designated as a member of the Committee of Public Safety,fifth out of twelve with 233 votes, he resigned on the same day of his electiondue to health reasons and was replaced by Robert Lindet.

InFloréal year II (May 1794), he supported Louis Legendre\'s proposal to transferthe ashes of Jean-Jacques Rousseau to the Panthéon. In Fructidor (late August),he succeeded in having the Committee of Public Instruction issue a report onthe transfer, which took place in Vendémiaire year III (October).

A fewdays after the 9th Thermidor, he was elected a member of the Committee ofGeneral Safety, which had just been renewed but promptly resigned, denounced byhis colleague Joseph Fayau for his positions on June 2.

InFrimaire year III (December 1794), Debry was sent on a mission to thedepartments of Ardèche, Drôme, and Vaucluse. He moved on to the departments ofAveyron and Lozère in Germinal year III (April 1795). He was recalled to theConvention in Messidor (late June). On the 15th of the same month (July 3), hewas elected by 214 votes a member of the Committee of Public Safety alongsideFrançois Antoine Boissy d\'Anglas, Jean-Baptiste Louvet, and Denis-ToussaintLesage. On the 26th (July 14), he succeeded in having the words of LaMarseillaise entered into the minutes of the session, and the anthem was to beperformed every morning by the guard of the Convention.

InFloréal year VI (May 1798), Jean Debry replaced Jean-Baptiste Treilhard, whobecame a director, as a plenipotentiary minister at the Congress of Rastadt,alongside Antoine Bonnier d\'Alco and Claude Roberjot. On the 22nd of Ventôseyear VII (March 12, 1799), France declared war against the Emperor of Hungaryand Bohemia. On the 9th of Floréal (April 28), the carriage of the threeministers was attacked by Hungarian troops, resulting in the death of Bonnierd\'Alco and Roberjot. Debry was injured but survived.

Following the coup d\'État of 18 Brumaire, the department ofAisne, previously indecisive on the course of action, waited for Quinette andDeBry to officially join the new regime before pledging allegiance to theconsuls on 6 Frimaire year VIII (November 27, 1799), 18 days later. DeBry thenbecame a member of the Tribunat.

Underthe Empire, he was appointed prefect of Doubs and proved to be a goodadministrator. According to Stendhal, his department was the one \"doingthe best in France\" because DeBry \"openly mocked ministerialbureaucracy.\" As a reward for his efficiency, he was created a Baron ofthe Empire. He served as prefect of Bas-Rhin during the Hundred Days. Afterdefending the city of Strasbourg, which fell in September 1815, he left withhis wife and five children to Mons, where he learned that he was subject to thelaw banning regicides. DeBry did not return to France until 1830. He died inParis on January 6, 1834, and was buried in Père-Lachaise Cemetery (39thdivision).

Hisson, Fleurus DeBry, administered the department of Bas-Rhin as prefect, and hisgrandson, Jean DeBry, managed the department of Côte-d\'Or.
