This does transmit and respond. I tested myself, it'll come with the cobra 4 prong handheld Mic. The exterior is rough looking as you can see. I saved this from my scrapper buddy, which he had it in a pile of junk covered with other junk but still was outside, it was very poor condition when I recieved it. I have it a bath and lil elbow grease and here it is. The meter needle won't move, maybe rusted stuck. I'll also throw in a new speaker not pictured, since I have a bunch extras. Only tested on 120v too
