The cross was awarded to all priests of the Russian Orthodox Church, from metropolitans to parish priests inclusive, who were in office before January 1, 1813. In 1816, it was allowed to award the pectoral cross to Protestant clergy. The issuance of crosses began only in 1818 and continued until mid-1829. In 1912, the cross was allowed to be worn by priests - descendants of the recipients, the eldest in the family.
