This is an original press photo. Colonel Eugene S. Witherspoon, right, incoming New Orleans District Engineer for the U.S. Army Corps of Engineers, receives the flag of command from Colonel Joseph A. Yore, Deputy Commander of the Corps Lower Mississippi Valley Division, in ceremonies held at district headquarters Friday morning. As head of the 30,000 square mile district, Witherspoon will oversee the largest civil works program in the Corps, involving navigation, flood control, hurricane protection, and the nation\'s regulatory program in Louisiana\'s wetlands. Photo measures 10 x 8.25 inches. Photo is dated 08-17-1984.
