Foster, photographed at the Safety Building, was charged Wednesday with second degree murder in the death of Jessie D. Riley, 7, of 2217 North 16th Street. The boy had become separated from his parents at Summerfest Friday evening. His body was found Tuesday in Lake Michigan. Foster, 34, of Ansonia, Connecticut, told police that he had played with the boy Friday evening on the Summerfest grounds. By Moonlight, he said, he dropped Jessie into the water. Jessie was alive at the time, but Foster said he did not know whether the boy was conscious because he had hit him.
