After France fell to the invading German armies in 1940, thefate of the large French Army in Syria and Lebanon – French colonial “Mandates”since World War I – was in doubt. Some troops were loyal to Marshal Petain’s pro-GermanGovernment at Vichy in Nazi-occupied France; others supported Colonel CharlesDe Gaulle’s Free French Government in Exile in London. In the “Levant” whichincluded both Syria and Lebanon, the senior French commander supported Vichywhile his deputy, General Larminat, sided with the Gaullists. Their rivalry was resolved in June 1941 when the Alliesattacked the Mandates and wrested control from the Germans and their VichyFrench allies. Larminat then became commanding General of the Free French inthe Levant. Three months later, this raretyped document on military administrative matters was signed by Larminat’sdeputy.
