JamesTobin(March 5, 1918 –March 11, 2002) was anAmericaneconomistwho served on theCouncil of EconomicAdvisersand consulted with theBoard of GovernorsoftheFederal Reserve System,and taught atHarvardandYaleUniversities.He developed the ideas ofKeynesian economics, andadvocatedgovernment interventiontostabilize output and avoidrecessions.His academic work included pioneering contributions to the study ofinvestment,monetary andfiscal policyandfinancial markets. He also proposed aneconometric modelforcensoreddependentvariables, the well-knownTobit model. Along with fellowneo-KeynesianeconomistJames Meadein 1977,Tobin proposednominal GDP targetingasamonetary policy rulein1980.Tobin received theNobelMemorial Prize in Economic Sciencesin 1981 for \"creativeand extensive work on the analysis of financial markets and their relations toexpenditure decisions, employment, production and prices.\" Outsideacademia, Tobin was widely known for his suggestion of ataxonforeign exchangetransactions,now known as the \"Tobin tax\". This was designed toreducespeculationin theinternationalcurrency markets, which hesaw as dangerous and unproductive. In 1950 Tobin moved toYale University, where he remained for the rest of his career.He joined theCowles Foundation, whichmoved to Yale in 1955, also serving as its president between 1955–1961 and1964–1965. His main research interest was to providemicrofoundationstoKeynesian economics, witha special focus onmonetary economics. One ofhis frequent collaborators was his Yale colleagueWilliam Brainard. In 1957 Tobin was appointedSterling Professor of EconomicsatYale. Besides teaching and research, Tobin was also strongly involved in thepublic life, writing on current economic issues and serving as an economicexpert and policy consultant. During 1961–62, he served as a member ofJohn F. Kennedy\'sCouncil of EconomicAdvisors, under the chairmanWalter Heller, then acted as a consultant between 1962–68.Here, in close collaboration withArthur Okun,Robert SolowandKenneth Arrow, he helped design the Keynesian economic policyimplemented by the Kennedy administration. Tobin also served for several termsas a member of the Board of Governors ofFederal Reserve SystemAcademicConsultants and as a consultant of theUS TreasuryDepartment. Tobin was awarded theJohn Bates Clark Medalin1955 and, in 1981, theNobel Memorial Prize in Economics.He was a fellow of several professional associations, holding the position ofpresident of theAmerican EconomicAssociationin 1971. In 1972 Tobin, along with fellow Yaleeconomics professorWilliam Nordhaus, publishedIs Growth Obsolete?,anarticle that introduced theMeasure of EconomicWelfareas the first model for economicsustainabilityassessment, and economicsustainability measurement.In 1982–1983, Tobin was Ford Visiting Research Professor of Economics attheUniversity of California,Berkeley. In 1988 he formally retired from Yale, but continued todeliver some lectures asProfessor Emeritusandcontinued to write. He died on March 11, 2002, inNew Haven, Connecticut. Tobinwas a trustee ofEconomists for Peace andSecurity.
