Thomas Woodnutt Miller(June26, 1886 – May 5, 1973) was an American politician serving as congressional district. He was a veteran ofWorld War Iand a member of theAmerican Legion, who served as a National LegislativeCommittee chairman. Thomas Woodnutt Miller was born inWilmington, Delaware, sonof GovernorCharles R.and AbigailMorgan Woodnutt Miller. He attendedThe Hotchkiss Schooland graduated fromYale Universityin 1908. He was initially employed as asteel roller by theBethlehem Steel Companyin1908 and 1909. Miller worked as secretary to U.S. RepresentativeWilliam H. Healdfrom 1910 until 1912, and during thisperiod studied law inWashington, D.C.. He was appointed by his father, GovernorCharles R. Miller, to the position ofDelaware Secretary ofStatefrom 1913 until 1915. Miller was elected to theUnitedStates House of Representativesin 1914, defeating incumbentDemocratic U.S. RepresentativeFranklin Brockson. During this term, he served in theRepublican minority in the64th Congress.Seeking reelection in 1916, he lost to DemocratAlbert F. Polk, a lawyer fromGeorgetown. Miller servedfrom March 4, 1915, until March 3, 1917, during the administration of U.S.PresidentWoodrow Wilson. Millerserved in the administration of United States PresidentWarren G. Harding, but was convicted in 1927 of conspiring todefraud the U.S. government.The conviction concerned Miller'sservice asAlien Property Custodianandthe effort byMetallgesellschaft AGofGermany to overturn the U.S. government's confiscation of its interest intheAmerican Metal CompanyduringWorld War I. He served 18 months in prison and was paroled in1929 and pardoned by United States PresidentHerbert Hooverin 1933.
